Question on Raise to Wake with iPhone XR

I have a new iPhone XR.

In the Settings / Display and Brightness I have "Raise to Wake" turned off.

However it seems like when I pick up the phone and touch the screen or swipe with VoiceOver that the phone has turned on.

Is this a bug or am I mis-understanding this feature?

There is that setting and another one

When you touch your screen, your device will wake up. This feature is enabled by default. You may also want to stop this. For instance, accidental taps (taps you do not mean to do) will drain your battery. Fortunately there is a way to disable this feature. If you want your phone not to wake up when you tap the screen, go to:

Settings
General
Accessibility and find the Interaction section
and toggle off ‘Tap to Wake’.
disable tap to wake iPhone X

Now when you tap the screen, nothing will happen.

Thanks. I had no idea about the "tap to wake" setting. That should do the trick!

Hi!
In iOS13.
It's now in Settings, Accessibility, Touch (Under Physical and Motor)..
Then Toggle the Tap to Wake to Off.
