U.S female Siri stopped working

I was using my Iphone today and the U.S female Siri stopped announcing and Samantha advanced took over. So I shut down my Iphone and turned it on again to no avail, it was still Samantha. So I went to VoiceOver voices and discovered the U.S female wasn't downloaded, that's weird, so I redownloaded the U.S female Siri and it works again. I also have advanced Tom downloaded on my phone as well as advanced Samantha. Has this happened to anyone else?

Sorry I was unclear, I was using the U.S female Siri as my voiceOver voice. The VoiceOver voice was the voice that switched voices. I have a Iphone SE and it happened on 11.3.1, sounds like a quirk.
Language in rotor
I don't know if this helps at all but I was having issues with my Voiceover voice change from whatever I had it set for to the compact Samantha voice. I finally realized what was causing it. I was inadvertently flicking the screen when the rotor was set to language. Now when it happens I know to flick up or down to get back to default language and my preferred Voiceover voice returns. I looked in settings to remove language from the rotor but did not find it.
