Is this a bug?

Lately when my phone is in my pocket and I get a notification, VO starts talking. I have an iPhone SE. Normally I will press the sleep/wake button and find my notifications. Now this new thing is even happening when the phone is on Mute. Just a minor annoyance.

Hello, my phone has always spoken notifications even when it is on silent.

As I recall, iOS also did this in older versions, or at least said things like the time + X number of notifications. I usually keep my headphones in the device for this reason.
