It has been a while since I have consistently had the time announced when I unlocked my phone.

I've found that with iOS 9.1 and earlier versions the time is certainly announced, but you have to touch the screen first before it does announce the time. But it quite definitely does. You just have to touch the screen first.

Also after 3 minutes, if you press power button, you will hear the time. Is not the same when you could press power button as many times you could hear the time always.
