Even when I have the rotation lock off in the control center, my home screen stays in portrait. Is this normal?

Lock your rotation while your phone is in landscape.

I did that and it just switched back to portrait before locking. I don't think you can lock in landscape. I don't want it locked in landscape anyhow. I just want to be able to put it in landscape sometimes.

Jessica,

Yes, the normal mode that your Home Screen will be in is Portrait. If your locking is turned OFF. It will not turn to Landscape.

Unless you are using the iPhone 6+, you cannot use the screen in landscape mode yet
