The best advice I can give you is to drag your finger on the screen until Voiceover announces the name of the icon you want to drag. Keep your finger there and tap two times and then hold on the second tap. Voiceover should then announce that you can move that icon. Drag your finger until you hear the icon you want to combine the first with. That will create a folder.
Hopefully that will get you over the hump for moving apps around!
