I use a Samsung Galaxy S21 and am wondering, how do you select text that is in a Google Chrome page with Talkback? Is this dependent on the version of Talkback or what phone I am using? Thanks.

The TalkBack version doesn't matter much these days. However, your original post mentioned something worth considering: Samsung devices run a modified TalkBack version. According to Samsung, they do this to better optimize the screen reader and make it more compatible with the Samsung UI.
I have to mention that TalkBack doesn't offer a text selection feature similar to how VoiceOver, JAWS, or NVDA do, However, there is a workaround so that you can select and copy the text.
I use a Google Pixel and this workaround has worked
perfectly fine for the last few years for me.
You're going to work a little more, but at the end of the day, you're going to get the same results as if you had a text selection feature.
Here’s the workaround: use 'Copy last spoken phrase feature to save what you need to the TalkBack clipboard.
You can trigger Copy last spoken phrase directly from the TalkBack menu or assign a custom gesture.
Once TalkBack speaks the exact text you want, copy that phrase and paste it wherever you need—either through the standard paste command or by selecting it from your TalkBack clipboard history.
