Iβm not sure either, but on my iPad Air 4, I couldnβt find any way to access the menu bar with VoiceOver using touch gestures. Maybe itβs just not available on this model, even though it should be on iPadOS?
Also, in which apps is the menu bar actually available? Iβve never managed to access it anywhere.
By the way, I donβt really understand the new multitasking modes β Split View seems to have disappeared, and I canβt figure out how to use the other modes besides full screen.
If you've got a keyboard, the shortcut is globe-m. Yes, that means if you don't have a globe key you need to configure another modifier for it in settings.
As for touch, you're *supposed* to be able to get to it by pulling down from the top of the screen. So basically, double-tap and hold then pull down. Unfortunately, although I'm sure I did get it to work a few times I'm not sure exactly where to pull from, and I'm in the middle of a house move right now so I can't play with it.

When 26 was officially first released. give that a try and throw me any questions if you like. I'm still stumbling through this myself but I actually do quite like the new system. It's certainly a lot more flexible.
