If I go to the Mac status menu with VO+M twice quickly and arrow through the items, I hear VoiceOver announce one of the items as, "Control Center, Screen Recording is in use." This seems wrong. It should simply announce, "Control center." So I dug in, hoping to disable the message about screen recording.
If I select it, the Control Center opens. On first glance, nothing seems to pertain to screen recording. However, if I select the static text that reads, "System," a system dialog opens. There is static text for "Privacy," "System," and "Screen Recording," along with a enigmatic image. I have bravely selected all of these entities, with no change in behavior. Menubar still announces, "Control center, screen recording in use."
If I go into System Settings, Privacy and Security, Screen & System Audio Recording, it lists two apps, Zoom and VOCR. Zoom isn't running, and if I exit VOCR, the menubar message continues to append the message, "screen recording is in use," to the Control Center entity.
I don't believe my screen is being recorded, If it is, the hacker observing me must be bored out of his skull.
Is there some way to disable this unsettling message? AppleVis, much like Obi Wan Kenobi, you're my only hope.

Disabling screen recording, no help
I specifically disabled both VOCR and Zoom in Screen and System Audio Recording. I still get, "Control Center, Screen Recording is in use."
Having the same experience
I am experiencing the same issue. I have actually done a screen recording, thereby Convincing myself that screen recording is not in use as the message implies. I cannot say when this started, and I don’t know if it is a message that is actually physically on the screen, or something that voiceover is inaccurately stating. I hope others will weigh in on this issue one way or the other.
