It looks like you've encountered a bug in iOS 18, if you're on iOS 18.
I had the same problem a few days ago when I activated a brand new iPhone 16e. It looked very much like a microphone failure, because no matter what I said, Siri didn't respond at all and couldn't continue. Later, when I accidentally long-pressed the side button, it suddenly returned to normal. After that, the activation steps went smoothly.

There are times Siri does not work even if you press side button. You hear the sound but siri does not do anything. I tend to restart and that solve the problem for now. Hope ET comes and give us a device that we can use that has real AI, no bugs and our own AI without using cloud.

How long did you long press the button for? It says 1 of 5 but no instructions. If you or others could help with this I would appreciate it.

Yes, I had the same issue as you. The page also showed 1/5, but no matter what I said, Siri didn't respond at all, as if it couldn't hear me. So I tried long-pressing the side button, like I normally would to manually activate Siri, and it went back to normal. The page changed to 2/5. After that, everything went smoothly until I completed the entire activation process.

A few days ago, I could not get Siri at all. But after totally shutting off the phone, waiting a few seconds, and powering it back on, everything was fine. So I wonder if a re-start would help?

That didn't fix it. Again this resetting up Hey Siri and Siri for the first time since I had to reset the phone.

Turn of wifii and turn it on. Do restart. It might help. Good luck.
