I have an iPhone 8 with the latest update. I did something today that made VO speak all punctuation. I tried rebooting the phone and changing the punctuation setting in settings. Neither one worked. Help!
Do you have "Activities" in your rotor, or could the "Programming" activity have been inadvertently activated? I believe that activity, being intended for coding, is configured to speak all punctuation.
Go to settings, accessibility, voiceover, Verbosity, choose punctuations, and select some punctuations, and everything should return to normal, if this does not work, you may have to look at activities you might have enabled under settings, accessibility, voiceover, activities.
If all else fails, you might need to restore your phone from a previous iCloud/iTunes backup.

Have you tried going to punctuation in the rotor?
Then flick up or down until you hear some, default.
If that doesn't work I'm honestly not sure what to suggest, perhaps there's a punctuation profile or something?
