Mine doesn’t work properly. My passcode option doesn’t come up. Can this be fixed? Everything is turned on.

I was able to sign in without any problem.
Does it matter what phone you set up with?
When I set up the Apple ID I had to use my mom’s Android phone. So does it matter, if the phone isn’t a IPhone?
What am I doing wrong? Please help!
