unable to set dropbox as my default download location in iOS Safari

I'm using iOS 13.1.2, and when I go to the safari general settings, I want to change my default download location to dropbox. I know that I need to go to other, but when I do, Dropbox is dimmed, as is Onedrive. Both Dropbox and Onedrive are connected to the iOS files app, so I'm not sure why it isn't allowing me to choose dropbox as my default download location. Is this only possible using the paid version of dropbox? I did contact Apple Support, and they didn't have any real answers; the tech support representative di do screen sharing, and she said that there wasn't a logical reason that she could see that would prevent me making this change. Any advice you may have would be extremely appreciated. Thank you very much for your time!

Hmm, interesting.

Looking at Other in my settings, I can see some 3rd party locations that I can set as a download location and some that I can't. Looks to me like there must be something an app Author has to do when they're setting up a file provider, although I have no idea what that could be.

But I'd say the company you have to ask, sadly, is Dropbox.

I tried to change it, but same situation on my ipad.
perhaps apple wants us to use their stuff and tot third parties.
These big tech companies are at constant war for our computer space and money, and we are the
shell-shocked refugees in the war. I wonder if the payed dropbox would be any better.
Do you know for sure the paid version would work?
It is academic to me; icloud drive is ok or on my ipad.

I have no idea if the paid version of DB would make a difference or not; it's not in my budget, so it doesn't really matter. I only want to change to dropbox as my default as it would allow me to access the downloaded files from my windows PC; yes, I know that icloud exists for windows, but I've never had much luck setting it up. If Apple only wanted us to use their platform, then they shouldn't even tempt us with the other choices, IMO.
