I'm having this problem.
Lately when I need to type a text my screen keyboard is not available with VO.
I am able to activate the edit box, and if I flick to the right I can get to the dictate button and when I tap to finish it sends the text automatically. But the keyboard doesn't appear.
I find that if I turn off bluetooth, then the screen keyboard does appear, but that's not a viable option for me now since I'm using my Meta Glasses as a BT headset a lot of the time.
I think what might have caused it most recently is when I restarted my NLS Ereader which has a bluetooth connection. But I told the phone to forget that device and I turned bt off on the device.
I restarted the phone and I'm still having the problem.
Any thoughts?

You won't like the solution, but it does work.
I had the same problem, and the only thing that worked was to reset the settings on my iPhone. It's a pain, because you have to redo anything custom you have in your settings, but at least the keyboard comes back to stay.
Solutions for Hidden Keyboard

I have also experienced the bug where the iOS on-screen keyboard disappears. You can get it back by switching to BSI and performing a new line command, (2-finger swipe right), which sometimes makes the keyboard re-appear.
The other solution is to have a braille display connected, or a Bluetooth keyboard and perform the show/hide on-screen keyboard command. On a braille display, this is done by pressing space+dots 1-4-6, (sh-sign).
On a bluetooth keyboard, if this key is present, press the "Eject" key. This will show the on-screen keyboard.
Thanks Rachel, but I actually found the ultimate solution
When Rachel mentioned BSI it took me a minute to even figure out that it meant Braille screen input because I haven't ever used it.
Then, after searching, I learned I could add that to the rotor. So I went in to settings to do that.
But, under the Voiceover menu in the braille menu I found a button to show onscreen keyboard! BAM!!! My button was off! So I set it to on and it worked.
Now I've got two things to explore, using bsi and a renewed interest in using my Braille device.
