Region tracking suddenly turned on

Hi listers/forum readers
I got my first Apple watch today. Everything went well: setup, getting VO to talk etc. Just one question to those with watches:
Suddenly region tracking is turned on on both the watch and my phone. Is this normal? Can I turn it off and if so, where? What will happen if I turn it off? I am scared it will drane the battery on my devices quicker. And what about Bluetooth? When is it safe to turn off? It is an iPhone 7 and a series 3 GPS apple watch with the latest software. The watch does not have a sim card slot, so I guess it's just a normal watch.

Sorry about the rambling post...
Any help in regard to this matter would be appreciated.
