Reordering Pages in iTunes

Does anyone know how to reorder pages of apps using iTunes (v. 12.4, Windows 10, JAWS 17)? I can pull up the apps overview in iTunes when I connect my iPhone to the computer, but navigating the iTunes interface with JAWS is very frustrating (tab order inconsistent, JAWS cursor doesn't work, etc.). In principle, I should be able to just click and drag the pages into the desired order.
