Hand Writing to text

Does anyone know of an app for OS or IOS that will take hand written material and convert it to text? For example, someone wrote something on a note pad and you take a picture and it translates it to text? Any help is appreciated as this will be very beneficial. I also was unsure and have not seen any answer to this question as to whether or not the KNFB reader does this as a function?

The only thing I can think of is to try VizWiz (http://www.applevis.com/apps/ios/health-and-fitness/vizwiz). I have it on my iPhone 5s, but haven't had a need to use it yet, but if I understand what I've read about it, you take a picture of something, then ask a question about it, then a human responds, hopefully with the answer to your question. So, in your case, you would take a picture of the note, then ask, "What does the note say?" then, hopefully, someone would respond with the answer you need.

I have never heard whether the people that respond to user questions are paid or are volunteers. I believe I read that this is a university project to help the blind or vision impaired, so it wouldn't surprise me if they are student volunteers that get some benefit from their work.
