Does anyone know why a blind legend takes up space and is there a way to switch between languages?

Hi. Does anyone know why a Blind legend takes up so much memory? I know it's the file size, and is there also a way to change between languages?

I've noticed that if you download the application, you cannot switch between languages if you download 1 language..

Can anyone help me on this? Thank you.
