Why is safari acting so strange with voice over and Sierra?

Hi all. I've really been trying to figure this out. When i'm on Safari, if I open a new page, on a site, as in I click a link, sometimes i'm taken to the top, other times i'm stuck in the "Window spots" element and maybe it wil let me open the roter maybe it won't. Also when I bring up form controls, if I know an element is there, as in this sites "Subject" and "comment" fields, all i'm brought to is the "Save button. I don't know if I screwed up my voice over prefferences when I updated and lost everything, but this is really strange. If anyone can help please let me know.
