VoiceOver Becoming Unresponsive or just Plain Shutting Up

I've been the proud owner of a Mac since June and am mostly happy with it accept for one huge problem. I find when I'm navigating through anything with VO left and right arrow keys, after a while VoiceOver will stop reading certain elements. I might navigate through some elements on a page and some of them will be spoken while some will just be met with the VoiceOver clunk sound that you get when you navigate but no speach telling me what it is. At this point, the only thing to fix this is to disable and enable VoiceOver. But this requires pressing command F5 4 times before I get VoiceOver back. I'm using Mojave right now. Has anybody else experienced this? Is this still a problem in Catalina? Is there anything I can do to fix this? Thanks, Jesse
