I've submitted the feedback below to [email protected], as well as via the feedback assistant app on mac OS:

Hi,

On Safari, we can use standard text navigation commands like the arrow keys and Command + arrow keys to move through text, and it’s super easy to make selections using Shift + arrows. But in PDF documents, it’s really difficult to select or manipulate text. VoiceOver’s native selection mode (VO + Return) doesn’t make this any faster, and copying the last spoken text isn’t an ideal workaround either. We’d love to be able to navigate and select text in PDFs using the same standard macOS commands—this would make PDF navigation much easier and more familiar, especially for blind users switching from Windows with Microsoft Edge or Chrome.

Also, while we can navigate text easily on webpages in Safari, that’s not the case in Google Chrome. We’re limited to VoiceOver’s navigation commands, which aren’t always reliable. For example, when interacting with a paragraph, VO + up/down arrows don’t let us move line by line. We’d love to see the same text navigation support in Chromium-based browsers too—NVDA and JAWS on Windows have offered this across browsers for years.

Thanks for taking the time to read this. I really hope Apple brings these features—plus more customization options for verbosity and VoiceOver sounds—in macOS 16 or a 15.6 update. I’ve also submitted feedback with other suggestions. Have a great day!

Some PDFs can actually prevent you from copying text. One thing I would try is to select any text with the mouse, and then press Command+c. If the text gets copied, then this might be a VO bug. If you have for sure selected text with the mouse and text still can't be copied, this is most likely do to the pdf being locked.

There are even Super Userthreads on this same issue, but of course not relating to VO. There are ways to get text from locked PDFs if you really need the text.
