Skip to next plane text in Safari

VO keyboard help says that VO+Command+p finds next plane text, with no style attribute. When I use it on webpages in Safari, though, it brings me to text that's headings, text that's links, and so on. Am I not understanding what this keystroke is supposed to do, or is it not working?
