Problem with new update macOS

After updating my Mac to macOS 26.5, I started experiencing a couple of problems with VoiceOver.

The first issue happens when my Mac is completely shut down and I turn it on. I have VoiceOver enabled on the login screen, so it starts automatically when the password screen appears. However, as soon as VoiceOver starts with the default voice, it says “Speech muted” and then becomes completely silent. I’ve tried restarting the Mac several times, and the same thing happens every time. No matter what I do, I can’t get VoiceOver to speak again at that point.

The second issue happens after I enter my password and the Mac continues booting. Once the custom VoiceOver voice that I normally use is supposed to load, VoiceOver says “Accessibility UI has no windows.” It then stays like that for about two or three minutes before finally continuing to the desktop. Before this update, it would go to the desktop almost immediately.

One thing I’ve noticed is that if I press Command + F5, turn VoiceOver off and on again, and do a few other actions, it eventually starts responding a bit faster. However, that’s just an unnecessary workaround.

These are the two issues I’m having.

Also, please note that I have already updated to the latest version, macOS 26.6, but neither issue has been fixed.
