Speak Text Under the Mouse

There's a setting for this. Open the VO Utility, go down to the Verbosity category, choose the Announcements tab, and find the checkbox for "speak text under the mouse after delay". Check it, change the slider to something very small so there's no delay, and you should be all set. Obviously, you can choose a longer delay if you likee, but if your goal is to hear things as your mouse moves, you'll probably want no delay.
