Mac VoiceOver on Startup

Hello Community,
I'm sure this has been asked before, but I am unable to find it. I am writing to ask if there is a way to automatically start VoiceOver upon starting a Mac. My workaround has been to just press command f5 a few seconds after the computer powers on. I want to know if there is a better way to do this. Thanks for your help.

Assuming FileVault is not turned on, you can go into system preferences>users and groups, and under login options, select the, "Use Voiceover in the login window," checkbox.
