How to customize Finder's toolbar with Voiceover?

Hi,
how can I customize the FInder's toolbar with VoiceOver? Whenever I try to do it I can drag the icon, however when I press VO+J to go to the Toolbar and I try to drop it, I hear that the area may be hidden.
What can I do?

Have you tried using the keyboard commands to move there, like vo up, or vo left, or shift vo up etc.?

I tried, and only VO+J managed to move the cursor, but I could not drop the desired icon there.
