How to change VoiceOver language on login screen

Hi all, as stated in the subject, do you have an idea on how to change VO language on a login screen. It speaks Polish text with Samantha voice. I've tried to change the language by using an option cmd/option/control/shift and then to choose a language but only one language is available. Interestingly, when I log out, VO speaks in my native language but when I restart a MaC it speaks English again. Device used: macbook air 13 M1. Thanks for anń hints.

I am experiencing the same issue, but IDK how to solve it.
do you have file vault enabled?
if yes, then probably it's common issue when file vault is on.
