Fix for Safari issue, 90% loaded, 90% loaded

If you use Safari on a Mac, you have probably encountered web pages that cause VoiceOver to repeatedly say "90% loaded, 90% loaded, 90% loaded". Pretty annoying, huh? I tolerated this behavior for some time, but when the New York Times web page started to do this recently, I decided to finally find a fix. Here it is, hoping it helps others.

Open VoiceOver utility with VO+F8. Arrow down the topic list until you get to Web. Select the Page Loading tab. Find the control labeled When A Web Page Loads. Change the combo box to Do Nothing.
