dragging and dropping to a hotspot

Hi.

So, I installed Mountain Lion from internet recovery yesterday and was going through the what's new in VOiceOver section. I found the rewind and fastforward commands as well as something that said you can now drag and drop items to hotspots. Does anyone know how to do this? I can't find any documentation on this and I'm back on Yosemite.

Any help is appreciated.
