To access dictation settings, open the keyboard pane of System preferences and select the dictation tab. Here, you can enable or disable dictation, decide whether or not to use enhanced dictation, and specify a shortcut.
To dictate text, any time you're in a textfield, press your shortcut and when you hear a chime, start talking.
