zoom and inertia scrolling

Low Vision Accessibility on Apple Products

I have low vision and mainly rely on voice over, but for some web pages I use the accessibility zoom feature (full window). But I need it magnified quite a bit (on the order of 10x). My problem is that the inertia feature of scrolling seems not to recognize the magnification and hence even a small bit of motion when my three fingers leaves the screen translates to large and fast screen motion.

Does anyone else have this problem? Is there a way of disabling inertia scrolling entirely?

Short of that, what's the best of communicating the issue to apple?
