Writing in pdf documents

Hi everyone,
I’ve been sent a document in the form of a pdf workbook, where you have spaces in between to write your answers to certain questions. The trouble i am having is that there doesn’t seem to be any edit boxes or any way of being able to fill anything within the document …. At least with voice over and a blue tooth document anyway!! When I’ve received documents like this in the past, I’ve been able to import them into pages and fill them in that way, but there doesn’t seem to be an option to do that for this particular document which is most annoying. Any help you could give on this would be greatly appreciated.

Is it definitely fillable?

My apologies if this is a dumb question, but are you sure that the PDF file is actually fillable? Or is it one that's intended to be printed and then completed?

My understanding is that PDF files are only fillable if the creator has made them to be so. Just maybe this isn't the case here.
