Why is voiceover reading punctuation and spacing in a different dialect?

Hello:
I hope that this isn't a silly question, but does anyone know why my voiceover is reading punctuation and spacing in another English dialect? It has been since I upgraded to IOS 9.3. If anyone knows how to fix this I would really appreciate your help!

This is a known bug that has been talked about very widely on this forum. There is a workaround that you can see by looking at the iOS Bugs page in the main menu of this site.

I've been facing the same issue since earlier versions of iOS 9, not sure why. Has anyone reported this to Apple's accessibility?
