what about the ios8 bug for notifications being not spoken in locked screen mode?

Hi! Is there any improvement in ios8.2 for the notification bug in locked screens? i.e. Most notifications are not spoken when push messages come in from certain apps as twitter or news apps. In unlocked mode however they are spoken properly. This is an important bug for me whether to decide to upgrade or not from ios7 to 8.

There has been some improvement in how notifications are handled on the locked screen. There is a setting under accessibility/vision to speak notifications on the locked screen. IOS 8+

Where is this setting?

I'm running 8.4 on my new iPhone 6 and I don't see this setting under accessibility. Where is it? Neither notifications nor caller ID is being spoken on the lock screen. This is extremely annoying.
