Hi everyone,
Ever since updating my iPhone 8 to 15.3, VoiceOver reads the time as follows: 12 colon 05 P dot M. I do not have this issue on my iPad.
I tried many of the suggestions indicated in this thread with no luck, even though these are two separate issues, and I have my punctuation level set to some. VoiceOver is as verbose as I want it to be in literally every single context. Does anyone else have this issue and if so, how did you make it go away?

Pronunciation Dictionary might solve the p.m.
Hi. Try using the pronunciation dictionary to speak pm every time it encounters p period m period.
For the rest, if I was you, I'd try creating an activity for your home screen, but I don't hold out much hope for that approach.
You might also call Apple accessibility and be a squeaky wheel.
VoieOver Announces All Punctuation
Could it be that you have Activities set to Programming? Check Activities under Settings > Accessibility > VoiceOver.
Change punctuation level
Go to settings, accessibility, voiceover, verbosity, punctuation, choose active punctuation groups, next choose some instead of all
