Viewing and editing PDF's on either iPhone or iPad

Hello all,
I have a pdf on my iPhone 15 plus that I would like to be able to view and add notes to it. What app on either the iPhone or an iPad would be good for this? The PDF is a workk book I am. using for my churches Sunday morning bible study. Thanks for any help on this.
