Unable to download alex voice

Hi,
So I am unable to get the Alex voice on iOS 13.5. For some reason the alex voice is just a text, it's neither a button nor dimmed, nor anything like it.
Has anything like this happened to you guys?
I really love that voice... :(

Is your device new? In my experience, premium voices like Alex don't download until the device is plugged in and not in use. However, I've found that for some reason, engaging SIRI causes Alex to download.

If that doesn't work, try toggling VoiceOver on and off, then restarting the device.

tHank you, its fixed. For some reason toggling voiceover or whatever fixed it. Yes the device is a new iPhone SE.
