99% of the time I get an alert when somebody sends me a text. But there are few contacts where I don't get an alert and only by checking my messages can I tell that they texted me. And Before their message is read by Voice Over, it says muted. So I know they have to do something to unmute their texts. But I can't remember how to explain to them how to unmute their alerts. Suggestions?

If you see something that says muted, swipe up with one finger until you find where it says show Alerts, double tap on that and it will be fixed.
You have accidentally muted the conversation, the only fix is to swipe up using one finger when the voiceover cursor is focused on the conversation, swipe up until you hear show alerts, double tap on that and you will now receive alerts.
There is nothing your friends can do because it’s on your end, you have muted the conversation and you need to follow the instructions listed above in order to fix this issue

Edward, If that is true, why do I get alerts on some people's message and not others. There isn't a way for me to silence alerts on some conversations and not others. That's why I think its on their end to enable text alerts.

You were right. Although I don't ever remember muting the people whom are now unmuted. According to responses in Google, this was a bug in earlier iOS releases.
