SIRI not listening when I press the side button

Hello,
Thank you for reading my post.
I've recently upgraded to an iPhone 10S. I'm a voiceover user, and when I press the side button to start siri (like I did in pressing the home button on my iPhone 7), siri comes up but I'm given the option to "type to siri".
What am I doing wrong? I've tried to find settings to change in keyboard and in siri and search, but no joy. "Hey Siri" seems to be working fine, and the dictate function in messages etc is there with the dictate button at the bottom right.
I'd be grateful for any help with this.

Siri setting in accessibility

Not sure this will help because I have not updated to iOS 13 but on my iPad there is a Siri section in the Accessibility area of settings. In there is an on off switch for type to Siri.

Go to setting, accessibility, slide until you find Siri, tap on it, turn off first thing you see.
