Reporting an app

I had to report an app that has not worked correctly since I purchased it a few months ago, and everytime I go to the website to do that, my submission does not get submitted. Not sure why, but I have found that contacting iTunesstoresupport@apple.com usually works. Not this time. Allan refused to help and told me to do it online, which I told him twice that that did not work.
