Reading Punctuation While Editing On iPhone

I'm having a strange issue and I can't figure out how to resolve it. This isn't really a big deal but it's something I'd like to solve if possible. When editing on my iPad if I set the router to words it will read the punctuation at the end of a sentence. This also used to work on my phone when I set it up as a new device. After restoring from a backup this no longer works for me. I can move character by character and hear the punctuation, but I can't move word by word and hear the punctuation at the end of a sentence. I have looked through the settings and I can't figure out what may have changed. Both the iPad and iPhone are set to some punctuation. Both devices are also set to no activity. If anyone has any ideas I would really appreciate it.
