possible bug with drag and drop

Has anyone else discovered this issue with drag and drop?
Here's how to reproduce this:
When I find an app I want to drag such as adding an app to a folder I find the app I want and swipe down to the edit action, then I swipe to the drag item option. After that I go to the folder I want to add it to and swipe up to add the app to the folder option. When I double tap instead of adding the app to the folder it says drag canceled. What I have to do as a work around is to swipe down until I hear add app so and so to the folder and then double tap. It works if I do it that way but not when I swipe up. It's like when I swipe up to the option instead of down vo is losing focus some how.

So I noticed an issue like this the other day and thought I was losing my mind, lol. I was moving apps around, had a whole stack of them ready to go and when I went to drop it before/after an app it would sometimes create a folder. I definitely agree with the suggestion that perhaps VO is losing focus; it's like the action chosen gets switched at the last moment to the previous/next one. Frustrating AF.
