Please explain

Can anyone please explain to me what this new feature battery optimization is in iOS 13? I know that it's on by default but should it stay on if you want your battery to last longer? I turned it off and my phone wouldn't charge past 80% until I turned it back on. My phone charges slow when it's plugged into certain outlets or when I use certain charging blocks. I have an XR.

suppose to learn about the times you schedule your recharge. For example, if I go to bed and always charge my iPhone at the same time, it suppose to know about when to start to learn about using the feature and when you start to use the phone in the morning. If I setup my do not disturb to turn off at 6:00 AM, the feature learns this and next time when it close to 6:00 AM will charge the 20% It needs to learn about your daily routine.
