I'm looking for an iOS app that will play mp3 files with a sample rate of 48000. It would be good if it also supports flac files. Also, it should be able to import files easily, preferably from the popular cloud services. Obviously, it should work well with Voiceover. Are there any apps for iOS that meet these requirements?

The regular music app plays FLAC files. The big downside is storage. More albums fit on an iPhone in 320 MP3 than in FLAC.
