Movement on iPhone has become extremely sluggish

I am using iOS 15.4, and things were working just great after the upgrade until I did a force restart, and now, when I try to flick around or do anything with voice over gestures, things ... are ... moving ...very ... sluggishly. Plus, voiceover is spitting out words very sluggishly too, whether I'm moving about on the home screen or any app,. It seems like voice over is having to catch up to my flicks, or any other gesture
I make. I even try with the blue tooth keyboard, moving about, and same result. I get the haptic feedback denoting that I'm attempting tomove about, but then I'm waiting for Voice over to catch up, which takes upwards of maybe 10 seconds.
I' musing 15.4 on an S2, 64 gb iPhone, which, right now, has maybe 1.8 gigs of memory free on the phone itself.
Has anyone encountered this issue?

addendum to the sluggish problem

I just tried playing audio, with Voice dream, and even that will play for something like 3 ro four seconds, then pause forthree to four seconds, then back to playing. Off and on, every four seconds,reguardless of whether I turn voice over on or off. So, this weird sluggishness is not just affecting VoiceOver,but the entire phone, it appears. And yes, I did another restart, and I even did a complete power down and startup again. Same problem exists.

Okay, I use a wired headset which I connect to the phone using a Belkin Rock star adapter to listen to my audio. Apparently, I've come across a situation, which I hope was just a fluke. My phone decided to start acting normally after I decided for the heck of it, to disconnect the lightning adapter, which has my headset plugged into it. Funnily enough, resetting the connection appears to have solved the issue. This is not something I would have thought would cause this sort of an issue. So, when phone starts acting crazy, and you happen to have a wired connection into it, you may also want to try disconnecting then reconnecting.

Same here lightning.

Its true.
It happens to my husband and I at least once a week.
Just unplug and plug the lightning back in.
I still don't get what that's about, but it works.

Voiceover ineffective on 15. Four

I’m having several issues with voiceover on 15.4 on many of my apps. it seems like it will not read past the title of whatever app or page I’m on it’s unresponsive unless I turn voiceover off and back on and then stop that is only a temporary fix. I reset my phone several times and it’s not resolve the issue. I tried using the lightning port to plug up and unplug for charging but that doesn’t seem to fix it.
