Looking for an audio converter for iOS

Hi
Is there an iOS app that will allow me to convert audio from one format to another, or raise or lower the bytrate and sample rate of audio files? I think there are some that do this online via a server, but an offline option would be better with my crappy connection.

Hi,
This is perfect!! Thank you so much. The only thing I can't figure out, and it's not a huge deal is there's not a slider or an item selecter for where it says volume. All of the other things have pop-ups where you can select the bytrate and stuff, volume is the only thing I can't adjust, I wonder if it's a voiceover thing? Like I said, not a huge deal, but I was just wondering.
