iOS13: Phone/contacts, unable to add name to new contact

iOS contacts: Under iOS 13.1.2, I am unable to type into the “First Name” field with Voiceover enabled using “Touch Typing”. The virtual keyboard is present, but when lifting my finger off of a character, no text is spoken and the edit field is empty. Dictation also does not enter text. I am in the process of reporting this to Apple. Experiencing this on an IPhone 10S.

Last name

Tap on last name and add in that field. Then go back to the first name. That should solve it.

Hi, This issue has been around since at least iOS 12. Comment 2 is the only way I've found to resolve this.
