I had a Siri Shortcut that did this before I made the jump to 16.1 from 15.7. In 16.1, when I tell Siri the name I have for the shortcut, Siri says,"sorry, something went wrong, shortcut says, the shortcut can not be run because a action can not be found". I looked in the shortcuts app in the shortcut where the problem was. It is a shortcut which has only 1 action and the action now says "unknown action". If I remember correctly, when my iPhone was on IOS 15 and the action could be found in the notes section when you create a new shortcut, for example, go to create a new shortcut>double tap in the add a action search box>flick right to apps and double tap> then flick right until you get to notes and double tap, it was called something like open notes folder or something like that. Now in IOS 16.1 in the shortcuts app, I have tried to find a similar action, but to no avail. I have found a shortcut action to open a specific note, but not a folder. Can anybody point me to a action in the shortcuts app that will allow me to create a shortcut to a specific folder I choose in the native folder app? Thanks!

Unfortunately, it doesn't…
Unfortunately, it doesn't look like you can at the moment. That action doesn't seem to exist anymore, no one seems to know why.
