If you follow the path in the subject line, I believe you will get to where you can change your password settings for whether and when you have to enter your password. Be aware, though, that if you don't require a password and someone else has access to your phone, they will be able to use your payment/credit account.
If you have enabled touch ID or Face ID, go to settings, Face ID or passcode/touch ID / passcode. Next, you’ll go to where it says use Face ID or use touch ID for and turn off iTunes and App Store. This way, every time you install an app that is free, it won’t require a password.
If you don’t want to require password for downloading apps but still require face ID or touch ID when installing an app, it’s already set by default.
If you have disabled the option to use Face ID or touch ID for iTunes and App Store, go to settings, tap your name, tap, media and purchases, tap, password settings, make sure under free downloads, require password is off
Unfortunately I can’t change the settings to free apps. I don’t have to be concerned with someone getting my payment information since I don’t keep any money on my iPad anyway.

Two different methods
If you have enabled touch ID or Face ID, go to settings, Face ID or passcode/touch ID / passcode. Next, you’ll go to where it says use Face ID or use touch ID for and turn off iTunes and App Store. This way, every time you install an app that is free, it won’t require a password.
If you don’t want to require password for downloading apps but still require face ID or touch ID when installing an app, it’s already set by default.

As far as I know, you can't pay with your passcode.
I don't think there's a way around this unless you use face ID or a fingerprint and even then it might ask for your password once in a while.
Perhaps buying a bluetooth keyboard might help if you're on an IPad.
