Well as already stated, the answer is no for downloading over cellular, but:
1. If they (or a friend) have good speeds on cellular, or at least better than their WIFI,
2. If they have an unlimited data plan, or don't mind wasting 2GB of their data allowance,
and 3. If they have another device that can serve as hotspot,
They could connect the device needing update to another device's hotspot wifi. This might then be considered a wifi connection to iOS, and it ***should*** let you download the firmware. Note however that the size is big (almost 2 gigs), and it might take a while depending on the hotspot device's cell speed, not to mention the data cap/allowance issue.

Times have changed I currently have 100 gig per month on my Sim so I'm not worried about using 2 gig to update iOS.
I know they don't want you to do it this way but why ?

The answer is no.
They will need to have a good WIFI connection to get the latest IOS update. Do not do that over the mobile data.
